摘　　要：以农业投入的相关制度为视角,分析以经济绩效为中心的政绩考核制度使理性官员减少农业投入、农业企业缺少创新协同制度导致农业企业无法化解科技投入的风险、创业环境不完善和农地制度等制度缺陷减少了农业科技成果的市场需求,从而使政府、企业和科研机构等主体对农业科技投入缺乏应有的动力,只有通过激励在职创业、改变政绩考核等方式来纠正目前制度上的缺陷,才能实现农业科技投入的大幅增长。The input intensity level of agricultural science and technology in China is always low, which suggests that some institutional factors restrict it. The government officials are faced with the performance evaluation system, which means low expenditure on agricultural science and technology is a rational choice to maximize their interests. Enterprises and research institutions must bear most of the agricultural science and technology spending in the future, but some reasons such as in- sufficient technology innovation alliance, incomplete entrepreneurial environment and inadequate rural land reduce the de- mand and the input of agricultural technology, which is the key obstacle for enterprises and research institutions to increase investment in agricultural science and technology.
