摘　　要：概要阐述了当前国内外地下水开发利用现状以及我国地下水开发中产生的问题,并从管理立法、施政策略、工作重点3个方面总结了国内外地下水管理现状。在对比国外地下水管理工作基础上,分析了我国地下水管理工作在政策法规层面、施政策略层面以及具体工作方向层面面临的问题,最后提出了今后应加强的6个方面工作。A brief introduction is made on groundwater management in China and other countries in terms of three aspects of legislation and legal system, policy and strategy, and working agenda. Problems with groundwater exploitation in China are examined. In comparison of approaches taken in China and other countries, issues related to groundwater management within the context of laws and regulations, policy making and specific working direction in China are evaluated. Finally, requirements for further strengthening are put forward from six aspects.
