摘　　要：东汉开国皇帝刘秀无论是在打天下时还是统治天下时,在用人方面有许多独到之处:一、广纳贤良,云集英才;二、扬长避短,量才用人;三、恢宏大度,唯才是举。对东汉初期的经济发展起了重要作用。Liuxiu, the frist emperor of Eastern Han Dynasty, had many unique ways of making proper use of talanted persons, whether when he was conquering or when ruling the country. First,he widely chose and gathered worthy persons as to have a great number of people of ability and virtue around him. Second, he appointed people according to their merits. Third,being open-minded,he recommended and appointed a person only according to his ability and virtue. These ways of making proper use of talented pensons played an important role in the economic development at the beginning of Eastern Han Dynasty.
