摘 要:通过问卷调查,对安徽省"十二五"卫生发展规划中期农村医疗卫生机构能力建设情况进行研究。安徽省进一步完善农村急救体系,加强农村基层卫生服务网络建设,强化中心卫生院服务能力,全面实行乡村卫生服务一体化管理,巩固基层卫生人才队伍建设,服务环境得到明显改善,服务水平全面提升。还存在部分农村基层卫生建设项目未按计划开展,卫生机构服务能力较弱和专业技术人员仍缺乏的问题。建议继续加快农村医疗卫生服务机构规范化建设,加强农村医疗卫生服务机构能力建设,探索农村医疗机构吸引人才、稳定人才的长效激励机制。Questionnaire survey was carried out on ability construction of rural medical and health agencies of mid 12 th Five-Year health developing plan in Anhui province.In Anhui province,the rural emergency system has been further improved,the primary health service network has been strengthened,and the service ability of health centers has been reinforced.The rural health service integration management has been in an all-round way,the construction of grassroots health talent teams has been consolidated and the service environment and levels have been significantly improved.However,there are still problems that some rural primary health construction projects haven't been carried out as planned,service abilities have been weak in health agencies and professional personnel has been urgently needed.It is proposed that standardization construction of the rural medical and health service agencies should be accelerated continuously,ability construction of rural medical and health service agencies should be enhanced,and a long-term effective incentive mechanism of attracting and retaining talents should be explored for rural medical agencies.
