摘　　要：俄国在第一次世界大战前进行了积极的军事准备。陆海军都制定了多个加强军事力量的纲要和计划。这些被赋予法律效力的文件,反映出俄国军事部门能够把握当时军事发展的大方向,对各国军事发展形势也有比较清楚的认识,并能针对俄国军队的弱点做出调整和补救。但是由于多种因素影响,特别是落实的效率低下,俄国在大战爆发时仍然没有完成军事准备。这是造成俄军在大战中军事危机和失败的重要原因之一。The Russian made active military preparations before the first world war. The army and navy had formulated many military program and plan. These documents reflected the Russian military departments chould grasp the general direction of military development at that time, and had the quite clear understanding to the military development situation of countries. At the same time, it also chould make adjustment and recovery according to the Russian military weakness. But because of many factors, especially the inefficient implementation, Russia had still not completed the military preparation in the war, which was the most important reason for the failure of the Russian army in the war.
