摘　　要："十三五"及今后一段时期,中国电力工业面临难得的历史机遇,能源结构调整,大气污染治理,终端用能方式变革,将为电力发展转型注入新的活力。分析"十三五"电力发展面临的新形势,提出做好"十三五"规划应该把握好的若干平衡关系,研判电力需求、发电能源供应、电力装机和布局、新能源补贴、电网发展、市场化改革等"十三五"及中长期电力发展的几个关键问题,对于科学制定电力"十三五"规划、支撑能源政策的制定具有重要意义。In the 13^th Five-Year Plan and later periods, given the rare historic opportunity, the Chinese power industy will endeavor to adjust energy structure, control air pollution and reform end users＇ energy consumption style, which will energize the transitions in electricity p.wer development pattern. In this paper, the development situation of power industry in the 13^th Five-Year Plan period is analyzed, and the strategies to resolve the dilemmas .f balancing the relationships in different aspects for the 13^th Five-Year Plan are proposed. In addition, some key issues related to the power demands, energy source supplies for power generalion, power generation equipment installation and layout, new energy subsidies, power grid development, and power market reform are studied, which will be of great significance fot making the 13^th Five-Year Plan and energy policies.
