重庆市青阳镇镇域土地整治规划编制探讨

摘　　要：研究目的:以重庆市涪陵区青羊镇为典型案例,探讨镇域土地整治规划编制思路、内容体系,为进一步细化落实县级土地整治规划目标和统领镇域土地整治项目规划设计提供指导和参考。研究方法:归纳综合法和文献综述法。研究结果:在分析镇域土地整治规划功能定位、编制思路基础上,从镇域土地整治规划面临形势与目标任务、潜力评价与方案比选、功能分区与项目安排、规划布局与工程设计、效益评估与保障措施等方面梳理和构建了镇域土地整治规划编制内容体系,为实现全域规划、全域设计、全域整治创造有利条件。研究结论:中国区域土地整治目标任务和战略重点多元化趋势日益显化,需立足区域自然条件和社会经济发展水平以及拟解决的关键问题,突破现有体制机制制约,通过典型示范、技术集成、推广应用等途径进一步凝炼完善镇域土地整治规划编制思路及其内容体系。The purpose of this study is to discuss the plan-making logic and content system for land consolidation, taking Qingyang Town of Fuling District as a case. The paper can provide reference to implement planning goals of land consolidation at county level and dominate planning design of land consolidation projects. The methods of inductive synthesis and literature review are employed in this study. Based on the analysis of functional orientation and compiling idea of land consolidation planning at town level, the results of the study show that content system of land consolidation plan can be established in the following aspects：current situation and targets of land consolidation, potential evaluation and scheme comparison, function division and projects arrangement, planning layout and engineering design, benefit evaluation and guarantee measures, which can create favorable conditions in global planning, designing and consolidation. The conclusion of this study can be summed up as follows：1）obvious diversification of targets and strategic focus can be seen in Chinese regional land consolidation;2）the planning should break through the restriction of existing mechanism based on regional natural conditions and social economic development level, and promote land consolidation plan-making idea and content system at township level though approaches of demonstration by exemplification, technology integration and generalized application.
