省级政府土地管理绩效督察评价指标体系研究

摘　　要：研究目的:从国家土地督察的视角,构建省级政府土地管理绩效督察评价指标体系及指标权重。研究方法:通过问卷调查、隶属度函数、归一化等方法获得指标体系及权重,而后采用综合评价法进行验证。研究结果:指标体系与权重具有较强的科学性与合理性,中国省级政府土地管理绩效基本达到良好水平,需继续保持与提升。研究结论:提出三点应用方向,即考核省级政府土地管理绩效、完善国家土地督察工作、推进差别化土地利用政策,并对问卷覆盖面、区域差异、指标数量和数据获取等方面作进一步讨论。From the perspective of state land supervision, the purpose of this study is to construct supervision evaluation index system and their weights for provincial governments＇ land management performance. This paper obtained the index system and weights through the methods of questionnaire survey, membership function, normalization, and conducted simple verification by comprehensive evaluation. The results showed that the index system and weights has strong scientificity and rationality, the performance of Chinese provincial governments land management basically reached good level, and need to continue to maintain and improve. In the conclusion, this paper put forward three application directions including assessing provincial governments land management performance, improving national land supervision and advancing differentiated land use policy, and conducted further discussion of questionnaire coverage, regional difference, index number and data acquisition.
