县市级政府土地利用和管理绩效评估指标体系研究——基于土地督察的视角

摘　　要：研究目的:构建基于土地督察视角的县市级政府土地利用和管理绩效评估指标体系。研究方法:专家会议法、问卷调查法、隶属度分析、专家评估法。研究结果:(1)构建了包含耕地保护目标落实、土地违法执法监察、土地规划计划管理等7大类的38项评估指标;(2)借助专家评估法确定了评估指标的权重体系。研究结论:现有绩效评估指标体系可用于县市级政府土地利用和管理绩效的试评估,在借助督察实践信息反馈、考虑不同地域现实需求的基础上,需进一步加以完善。The purpose of this study is to set up a performance evaluation index system for county-level governmental land use and administration from the perspective of land supervision. The main research methods include ~：xpert meeting, survey, membership degree analysis, and expert evaluation. A performance evaluation index system is established after the weight of indicators is achieved through expert evaluation, which has 4 dimensions and includes 38 items. To conclude, the evaluation index system can be used to pre-assess the performance of county-level governmental land use and administration, and it still needs to be further improved in terms of land supervision feedback and the practical needs of different regions.
