持续推进强大海军建设必须要有良好的法治环境作基础——从近代中日海军兴亡背后的法制因素谈起

摘　　要：海军建设任务重、周期长、投入大的特点决定了持续推进强大海军建设,必须要有良好的法治环境作基础。文章坚持运用辩证唯物主义的立场、观点和方法,通过对近代中日两国海军建设在经费投入、规划审定、法规制定三个方面具体做法的比较,深入分析了近代中日两国海军兴亡背后的法制因素,指出当前持续推进强大海军建设必须深入学习贯彻党的十八届四中全会精神,按照依法治军方略,强力推进依法治军进程。Naval construction is a heavy task with long cycle and huge investment, which determines that continuing to promote the building of a powerful navy requires a good legal environment as the foundation. This paper uses dialectical materialism to compare the construction of modern Chinese and Japanese navies in terms of funding, planning, and regulations; analyzes the legal factors behind the rise and fall of Chinese and Japan Modern Navies; and indicates that to construct a powerful navy we must implement the spirit of the Party＇s Fourth Plenary Session of the Eighteenth Congress,follow the military strategy in accordance with the rule of law, and vigorously promote the process of administering the army with the rule of law.
