美好乡村环境治理中的公众参与——以安徽乡村为例

摘　　要：在"全球公民社会",公众参与是环境治理的一项重要原则。安徽乡村环境治理中,政府组织为公众提供的参与渠道明显偏少;乡村环保NGO作用有效性极其有限;末端参与是公众参与其间的最主要方式。深究其因源于基层政府角色定位模糊,促动公众参与的意愿不高;县域环保NGO病态发育的整体态势;公众的环境责任意识较弱,缺乏环境治理热情。欲以环境"善治"而创设乡村"三美"之景,尚需要明确政府职能,切实推行民主化决策,调动公众参与热情;做好简政放权,厘清政府与市场、社会关系,增强互动、密切合作;完善县域环境法规,有序推进乡村制度建设。It is an important principle that public participation of environmental governance in the global civil society .In Anhui rural environmental governance however governmental organizations provide channels for participation is shortage;action validity of rural environmental protection NGO is unlimited;ends public participation is the most important means of participation .Dig into their stems from ：grass-roots Government role is ambiguity ,the desire for promote public participation are reluctant ;the overall situation of County environmental protection NGO is morbid development , little public sense of environmental responsibility ,the lack of enthusiasm of environmental governance .To create village of “three beautiful scenes” by Environment of “good governance” ,needs to clear government functions ,to implement democratization of decision making ,to mobilize the desire of public participation;to decentralize power ,to clarify ,social relations between Government and market ,to enhance interaction and cooperation;perfect County environmental regulations ,and constrict rural system orderly .
