摘　　要：建立和完善行政程序制度,用行政程序规范行政行为,培育行政主体的法治思维,是依法治国的客观要求。由于多种因素的制约,统一的国家行政程序法法典仍未出台,其中行政程序意识的欠缺是重要的一环。为降低完善行政程序制度的阻力,可以通过转变思想观念,接纳程序意识;建立和健全行政程序,培育行政程序思维意识;完善追责机制,提高公务员福利待遇,降低改革阻力,为行政程序法的制定出台和推进法治思维建设提供良好环境。By law it is the objective requirement of country governing to establish a perfect system of ad?ministrative procedure, to regulate the administrative behavior in administrative procedure, to foster the law thinking of the subject of administrative rules. Due to a variety of factors, a unified national code of administra?tive procedure law, while planning for many years, has yet to come. The reason is various, but the lack of con?sciousness of administrative procedure is an important part of it. In order to weaken the resistance of the sound system program, a transformation of the understanding can be established, to cultivate the administration pro?gram thinking, to perfect the responsibility mechanism, to raise the civil officers’social benefits, and eventual?ly to provide a good environment for the promotion of law thinking and for the establishment of Administrative Procedure Act.
