金融支持黄河金三角产业转移示范区建设情况调查

摘　　要：2012年5月14日,国家发展改革委以《国家发展改革委关于设立晋陕豫黄河金三角承接产业转移示范区的批复》(发改地区〔2012〕1341号)正式批准了晋陕豫黄河金三角产业转移示范区,这是全国唯一一个跨省设立的承接产业转移示范区。黄河金三角地区的陕西省渭南市、河南省三门峡市、山西省运城市、临汾市四地市政府出台各种优惠政策,加大招商引资力度,积极承接发达地区转移产业和转移企业,促进区域经济快速发展,四地市金融加强合作,加大金融创新力度,较好满足了产业转移企业的资金需求。但由于四地市分属不同的行政区划,总体经济欠发达,融资渠道单一等原因,导致金融资本与产业政策不能有效融合,影响到产业转移的效率。On May 14th 2012, the National Development and Reform Commission formally approved establishing an Industry Transfer Demonstration Area in the Yellow River Delta which includes Shanxi province, Shaanxi province and Henan province. It is China’s first trans-provincial demonstration zone. The governments of Weinan city of Shaanxi province, Sanmenxia city of Henan province, Yuncheng city and Linfen city of Henan province in the Yellow River Delta have adopted various favorable policies, proac-tively attracted investment, actively accepted transfer industries and enterprises of developed areas and promoted the rapid develop-ment of the regional economy. These four cities have strengthened financial cooperation, increased financial innovation, and met the capital need of the transferred businesses. But because these four cities belongs to the different administrative divisions, overall econo-my is underdeveloped, and the financing channel is single, the financial capital and industrial policy cannot be effectively combined, which affects the efficiency of the industrial transfer.
