摘　　要：医疗卫生服务作为准公共产品,具有公益(福利性)性的显著特征,医疗卫生服务公益性的完全体现也是新医改的目标之一。文章在厘清医疗卫生服务公益性内涵的基础上,从医疗机构和政府两个角度来阐述对医疗卫生服务公益性的感知,重点论述了公立医院、非公医院、政府监管以及通过理顺医疗卫生服务和医疗保障体系、药品供应保障体系、公共卫生服务体系等之间关系,来探讨现阶段如何实现医疗卫生服务公益性。The medical and health service,as a quasi-public product,has a significant non-profit feature,the reflection of which is one of the goals of the new health reform.On the basis of clarifying the connotation of non-profit health services,the paper elaborates on the perception of non-profit health services from the aspects of health care institutions and government,and focuses on the approaches to realization of non-profit health service by analyzing monitoring of public hospitals,non-public hospitals,government,and exploring the relationship between health services and such systems as medical security system,drug supply system,and public health service system.
