摘　　要：近年来中国区域能源供给安全问题不断显现并愈演愈烈,但目前对区域能源供给安全问题还缺乏系统全面的认识,相关研究还未引起足够的重视。本文明晰了区域能源供给安全的概念、内涵以及区域能源供给安全研究的重要性,从能源"四荒"与"卖煤难-煤荒-卖煤难"怪圈、有效能源供给管理不足、自主创新能力不足、能源供给依赖加深方面分析了区域能源供给安全实践中存在的主要问题,通过能源供给盈余、缺口和能源供给能力系数认识中国各省能源供给能力状况,提出区域能源供给安全优化的路径与策略:能源供给功能分区;分区总量调控;分区多元发展;分区能源替代;分区能源储备;分区能源外交和"走出去"。In recent years, China＇s regional energy supply security issue appeared more and more frequently, but regional energy supply security issue still lacks a complete and more systematic understanding and has not yet attracted enough attention. The paper clarified the concept, connotation and research importance of regional energy supply security. From ＂energy shortage＂ and ＂ difficult to sell coal-coal shortage-difficult to sell coal＂ cycle, effective energy supply management and innovation capacity, deepened energy supply dependence we analyzed the major problems existing in the practices of regional energy supply security. Through energy supply surplus, gap and capacity coefficient we knew Chinese provincial energy supply capacity situation. At last we put forward path and strategy for regional energy supply security optimization： energy supply sectofization, subarea gross controlling, subarea diversification development, subarea energy substitution, subarea energy reserves, subarea energy diplomacy and＂ going out＂.
