摘　　要：本文基于双轨制背景,将电子文件的管理作了线上、线下之区分,提出了线上构建区域文档中心,线下成立联合档案室的构想,并讨论了在线文档中心之定位、实现动机及命名缘由。Based on the ＂dual-track＂system, the management of electronic into on line and off line. This paper proposes the creation counterpart to the off line joint records repository,and discusses of regional the function documents could be on line document classified center as and motivation of the on line document center.
