摘　　要：人口不断增加与经济增长,使得自然资源的承受能力面临严峻挑战。现行的资源性国有资产管理体制已然不适应社会主义市场经济,以致出现了国有资产流失严重、自然资源短缺、生态环境恶化等问题,破坏了代际之间的利益公平,威胁着经济的可持续发展。现行资源性国有资产管理体制存在着政出多头、权责不清、综合利用率低、短期行为突出以及资源要素价格偏离市场准价体系等问题。通过借鉴国外代表性国家对资源性国有资产实施管理模式的经验与趋势,我国应以自然资源的合理可持续性开发利用为前提,明晰产权,实现资源性国有资产综合统一管理、改革资源性国有资产产权制度、建立并完善激励约束机制以及科学的资源定价体系等,作为深化改革资源性国有资产管理体制的制度创新路径。Population increase and economic growth ural resources. The current resourced state-owned assets cialist marketing economy so that serious problems have have brought severe challenges to the capacity of nat- management system has not been in line with the so- emerged such as the loss of state-owned assets, short- age of natural resources and deterioration of ecological environment, as damages the intergenerational justice and interests and threatens the sustainable development of economy. Specifically, the problems are low effi- ciency, unclear responsibility, low comprehensive utilization and short-eyesight action, etc. Borrowing from experience of other countries good at managing resourced state-owned assets and understanding the trend, China should take the reasonable and sustainable utilization of natural resources as the premise, clarify proper- ty rights, realize the integrated management, reform the property rights system and improve the incentive and commitment mechanism and scientific resource pricing system, as is a new path to further reform of resourced state-owned asset management system.
