经济独立是主权国家的立国之本——从乌克兰当前困局说起

摘　　要：乌克兰是苏联解体后独立的仅次于俄罗斯的欧洲大国。但自其独立至今,不但没有摆脱治国理政的困境,走上经济复苏、国家发展的道路,而且目前已经走到了经济衰退、国家分裂的境地。这其中有各种各样的因素,但没有自主地建立起独立的国家经济体系,无疑是一个极为重要的原因。一个主权国家要建立起自己独立的经济体系,必须始终坚持以经济建设为中心,选择符合自己国情的经济发展道路,确定好科学的经济发展目标,理清本国经济发展的思路,处理好发展自己与依靠外援等关系,形成国家经济自主发展的有效机制,才能保持国家的独立与繁荣。Since Ukraine＇ s independence, it did not get rid of the dilemma of governance nor embark on the road of the country＇ s economic recovery and development ; instead it went to the point of national division. One important reason for this is that there is not a national independent economic system. A sovereign state to establish independent economic sys- tem must always persist in taking economic construction as the center, choose the path of economic development in line with their own national conditions, determine the scientific development goals, clarify the country＇ s economic develop- ment ideas, handle the relationship between the development themselves and rely on foreign aid, to form the effective mechanism of self-help national economic develooment, in order to maintain national indeoendence and prosverity.
