江西建设国家生态文明先行示范区的路径与政策措施

摘　　要：江西建设国家生态文明先行示范区,是将生态优势转化为发展优势、实现绿色崛起、建设富裕和谐秀美江西的必由之路,也将为全国生态文明建设积累经验、提供示范,具有重要意义。生态优势明显、生态产业基础良好和生态实践经验丰富,正是江西建设国家生态文明先行示范区的基础条件,但也存在GDP至上的政绩考核观、经济发展仍然不足、生态环境问题日益突出、自主创新能力不足等制约因素。因此,从优化国土空间开发格局、构建绿色生态体系、培育生态经济体系、增强资源保障能力四方面提出江西建设国家生态文明先行示范区的主要路径,进而提出构建生态文明制度体系、加大财政投入力度、完善生态经济政策、提高民众生态文明建设的参与度等对策建议。Building the antecedent demonstration zone of national ecological civilization in Jiangxi is the way to transforming ecological advantages to development advantages, achieving green development and building a harmonious and beautiful rich Jiangxi, which is of great significance in building an ecological civilization experience and providing demonstrations of great significance. Ecological advantages, good ecological industrial foundation and rich practical experience in ecological construction are the basic conditions of building the antecedent demonstration zone of national ecological civilization in Jiangxi, but there are some constraints in performance evaluation concept of the supremacy of GDP, insufficient economic development and increasingly prominent environmental issues, independent innovation lack and so on. Therefore, this paper points out the main path of building the antecedent demonstration zone of national ecological civilization from some aspects of improving land development space, building a green ecosystem, fostering eco -economic system, and enhancing the resource guarantee capability, and then proposes some suggestions of building the institutional system of ecological civilization, increasing financial investments, improving ecological and economic policies and increasing the participation of people in the construction of ecological civilization.
