摘 要:在世界各地日渐兴起、国内却尚未被广为认知的社会企业,是一种致力于解决社会问题,并按企业化模式运营的新型非营利性组织形式。世界各地的大量实践显示,社会企业具有与传统社会三大部门截然不同、但可与之互补互动的包容性发展与社会治理功用。中国迫切需要加快社会企业规范有序发展,并充分发挥其包容性治理功能。针对当前实际,须在厘清社会企业理论要义的基础上,借鉴国际经验与做法,从理念更新、政策建设、资金支持、人才培养、措施支撑,以及鼓励其它主体投资或转型为社会企业等多个方向进行政策努力。China has emerged as the second largest economy in the world, but the domestic and international situation has become increasingly serious, and the social problems are also more prominent. Social business is a new form of NPO, which is dedicated to solving social problems and operating in accordance with the for - profit business model. Social business is growing abroad, but has not yet been widely cognitive at home. A lot of practices a- round the world show that social business has distinct functions in inclusive development and social governance, which are different from but can interact with three traditional society sectors. In view of the current situation and based on international experiences and practices, we should understand the theoretical essentials of social business correctly and make policy efforts to renew idea, make policies, provide financial support, train talent, take measures, and encourage other organizations to invest or transit to social business.
