摘　　要：行业协会实施自愿性环境治理的温州经验表明,行业协会在收集行业污染信息、创新治理工艺、污染规模化处理和制定行业环保标准等方面比政府及个体企业更有优势,治理效果更好。推进行业协会有效实施自愿性环境治理既需要创新社会组织管理体制和实现政府职能转移,又需要通过完善内部治理机制来提升行业协会自主治理能力,从而在地方政府、行业协会和行业企业之间建立起良性互动关系。The experience of implementation of voluntary environmental governance by industry associations in Wenzhou shows that industry associations enjoy more advantages than the government and individual enterprises in collecting industry pollution information, innovating environmental governance processes, large - scale processing of pollutants and setting industry standards of environmental protection. Industry associations achieve better results in environmental governance. Advancing the implementation of voluntary environmental governance by industry associations effectively requires the innovation of administrative system of social organizations and the realization of transfer of government functions as well as the enhancement of the self - governance capacity of industry associations through improvement of their internal governance mechanisms, thereby establishing a virtuous interaction among the local government, industry associations and the enterprises in the industries.
