摘 要:乡村治理体系和治理结构的运作逻辑是乡村治理的制度规则,乡村有效治理与制度权威具有内在一致性。制度权威建设之于中国乡村治理的价值主要体现在制度化保障、多元要素的有效整合和可持续发展三个基本方面。当前,中国乡村治理的制度权威建设面临着制度失灵、制度悬浮、制度权威碎片化和制度权威替代的现实困境,折射出制度权威与乡村治理内在紧张、制度规则的时空分割、制度形式之间缺乏兼容、治理主体的趋利行为以及制度环境约束等主客观方面的原因。重构中国乡村治理中的制度权威,需要遵循整体性、弹性和回应性原则和整合政府职能、增加制度供给、实现多元参与、明确政府定位和强化服务保障等方面的路径。Rules and institutions are the operating logic of rural governance systems and governance structures. There is an internal consistency between rural effective governance and institutional authority. The construction of institu- tional authority is a systemized security of rural governance in China. It can promote effective integration of mul- tiple factors and sustainable development. But now, there are many difficulties such as system failures, frag- ments and replacement of institutional authority in the process of rural governance. All of these problems have profound reasons such as the internal tensions between rural governance and institutional authority, spatial and temporal segmentation of rules, lack of compatibility between different system forms, and so on. In order to re- constructing the institutional authority, we should follow the main principles of integrity, flexibility and responsiveness. Furthermore, promoting integration of government functions, increasing the system supply, and strengthening service guarantee will be the basic tactics for effective rural governance.
