农业公益性行业科研专项管理制度改革与探讨

摘　　要：国家公益性行业科研专项,具有明显的行业性、公益性、应急性、培育性和基础性等特点,自实施以来已迅速成为国家科技创新体系的重要组成部分。在农业行业专项管理制度创新方面,通过实践和探索,建立了日趋完善的运行机制和管理制度,并逐渐发挥出重要作用。文章对农业部行业科研专项管理的申报方式、评审方式和验收方式等改革进行了探讨,并针对经费管理和绩效评估存在的问题提出了意见和建议,以期为公益性行业科研专项管理提供借鉴。The Scientific Research Programs in Public Interest, with obvious features of being industry-based, public interested, emergency, nurturing and basic, have rapidly become important components of the national innovation system since the implementation. About the innovation in the management system of Agro-scientific Research Programs in the Public Interest, the operation mechanism and management system, which was established by the practice and exploration, is increasingly perfect, and plays an important role gradually. In this paper, the reform in the pattern of application, review, and acceptance of the Agro-scientific Research Programs in Public Interest was discussed, and opinions and suggestions were put forward for solving the existing problems of budget management and performance evaluation, with the purpose of providing a useful reference and guidance for the management of the Scientific Research Programs in Public Interest.
