农村生产性公共产品供给效率评价——以湖北省为例

摘　　要：随着工业反哺农业阶段的来临,财政支农资金大幅增长。提高资金使用效率与增加财政支农力度同等重要。作为农业大省的湖北,农村公共产品供给效率评估是提高和改进支农资金使用效率的前提。文章基于非参数DEA模型,评估了湖北近20年的农村生产性公共产品供给效率,并估算了湖北与其他同类省份的相对效率。结果表明,湖北存在农村生产性公共产品供给效率下降的趋势,并且在13个产粮大省中湖北的供给效率较低。As China entering the period of industry nurturing agriculture, financial funds for agriculture have grown substantially, and then improving efficiency of funds service is important as well as increasing fiscal input.Evalua-ting the supply efficiency of rural public goods in Hubei Province, a big agricultural province, is the premise of im-proving service efficiency of fiscal input.Based on the non-parameter DEA model, the supply efficiency of rural pro-ductive public goods in Hubei Province in the past 20 years was evaluated and the relative efficiency to the other fel-low provinces was estimated.It was concluded that Hubei Province had the trend of supply efficiency of rural produc-tive public goods decreasing and relative efficiency was low among the 13 granary provinces.
