摘　　要：运用层次分析法和德尔菲法对陕西省邮政普遍服务效率展开实证研究,结果表明,邮政基础设施建设不够完善、普遍服务能力低下是造成陕西省邮政普遍服务效率较低的主要原因。针对目前陕西省邮政普遍服务实施过程中存在的问题,建议采取积极推进邮政体制改革、加强邮政监管部门有效监管等相应措施。The analytic hierarchy process （AHP） and Delphi method are used to study the universal postal service efficiency in Shaanxi province. Results show that the main causes for the low efficiency of universal postal service are the imperfection of the postal service infrastructure construction and the low ability of universal service in Shaanxi province. In view of the present problems existing in the implementation process in Shaanxi province universal postal service, some corresponding measures are advised to take such as actively promoting the reform of postal system and strengthening the supervision department of postal services effective regulation.
