网运分离模式下RFF运营模式及资产定价分析

摘　　要：欧盟铁路采取"网运分离"模式,法国铁路路网公司的主要收入,来源于为铁路运营公司提供特定时段与区间的路网资产使用权。资产使用费由基本服务费和特别服务费两大部分构成。其中基本服务费是指线路使用费。区分公益性和商业性运输的业务,包括具有预约线路使用权性质的接入费(针对公益性运输)和预订费(针对商业性运输),以及与列车实际开行相关的运行费三大部分。既体现了铁路运输的计划性要求,同时也满足了应对实际运行情况的变化。The separation of transport network and transportation mode is used in the European railway,the company＇s main revenue of the French railway network is derived from the railway company by providing the road network usage assets in specific period of time and the interval. Assets royalty consists of basic service fee and special service fee. The basic service fee refers to the line royalty. Distinguishing between public welfare and commercial transport business,including the line access fee（ for public transport）and booking fee（ for commercial transport）,as well as the operating cost related to train the practical operation,which not only reflects the planning requirements of railway transportation,but also satisfies the response to changes in the actual operation situation.
