摘　　要：中国共产党作为执政党,具有较高的权威和公信力,这种权威和公信力需要不断加强党的自身建设、提高党的执政能力来维持。鉴于当前党员规模和结构上存在的规模偏大、增速偏快、党员在各行业分布不够合理、党员"能进能出"机制不健全以及管理制度缺失等一系列亟待解决的问题,必须从优化结构、控量提质、创新流动党员和离退休党员服务管理模式以及探索党员退出机制等方面着手,不断提高党员的先进性和纯洁性,使党组织永葆青春活力。As the ruling party, Communist Party of China （CPC） has a higher authority and credibility, which require constant organizational building of the Party and improvement of its governance ability. In consideration of some of the existing issues in this regard, such as large size of member structure, excessive growth rate, unbalanced distribution of CPC members in various industries, incomplete mechanism for ＂entry and exit＂ practice of members, and absence of certain administrative systems, it is necessary to optimize the member structure, control size and improve quality, innovate service and management modes for members among migrant workers and retired members, and explore mechanism for discontinued membership, so as to constantly improve the advanced nature and purity of CPC members, and to retain vitality of CPC organizations.
