摘　　要：本文基于新疆新源县哈拉布拉乡和库尔勒市哈拉玉宫乡维吾尔族和哈萨克族居民问卷调查数据、相关人员深入访谈资料和当地政府社会养老保障相关制度文件和数据,分析了新疆农村维吾尔族、哈萨克族老年人社会养老保障制度安排和制度可得性与可及性,发现制度设计和实施过程存在一些亟待改进的地方,提出了针对性建议并肯定养老保障差异化制度安排的必要性。以期为新疆农村维吾尔族、哈萨克族等少数民族地区的社会养老保障制度政策和具体实施工作的完善提供参考依据。ABstract:This paper based on the survey data of Uygur and Kazak residents in Halabula,Xinyuan County and Halayugong,Korla City in Xinjiang province,the related personnel in - depth interview data and documents of Social Security for the aged from local government,analyzed the System Arrangement of Social Security for the aged of Uygur and Kazak elders in rural area,Xinjiang,also the system availability and accessibility. Found there are some problems urgently to be improved in the system design and implementation process,put forward some corresponding suggestions and confirmed dissimilation design needed of the old - age security system. So we can provide reference for the improvement of government policy - making and implementation for it.
