摘　　要：党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中首次明确提出,建立更加公平可持续的社会保障制度。本文回顾了"社会保障公平可持续"理念在中国的萌芽、探索、发展及最终形成的改革与跃变进程,并探讨了在当前中国建立更加公平可持续社会保障制度的科学内涵与现实意义。文章提出建立更加公平可持续的社会保障制度是中国梦的重要构成与实现路径,其基本要义是注重"公平"与坚持"可持续发展";根本精髓是以人为本;主要目标是保障和改善民生;关键是把握好"度";条件保障是继续深化改革、保持经济持续健康发展。The“Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform”by the third plenary session of the Chinese communist partyˊs eighteenth through the first made it clear that the establishment of a more equitable and sustainable social security system. This paper reviews the“fair and sustainable social security”concept in Chinaˊs budding,exploration, development and reform of the final form of the transition process,and explores the meaning and significance of science to establish a more equitable sustainable social security system in the current China. This paper proposes the establishment of a more equitable and sustainable social security system is an important component of the path and realize the dream of China, its basic meaning is to focus on“fairness”and adhere to the“sustainable development”;fundamental essence of a people-oriented;main goal is to protect and improve peopleˊs livelihood;the key is to grasp the“degree”;conditions of security is to continue to deepen reform,sustained and healthy economic development remain.
