东盟在区域族裔宗教问题治理中的角色拓展

摘　　要：随着全球范围内宗教复兴,宗教已经成为国际交往中日益不可忽视的政治要素。在多族裔交汇区域,宗教问题与族裔问题常常超越主权边境交织在一起,使政治局面更为复杂。相对而言,在跨境族裔宗教问题上国内政治力量难以形成有效的全局性解决对策。而与外部政治势力相比,本地区的区域性政府间组织在应对同一地区内部发生的族裔宗教问题上有地缘优势和一定的政治亲近优势。尽管东盟强调不干涉原则,但是长期以来东盟对东南亚发生的族裔宗教性事件并非绝对无所作为。本文尝试在分析东南亚族裔宗教问题特质与发展情况的基础上,结合东盟参与地区族裔宗教问题治理中角色拓展脉络,提出东盟要实现未来建立地区安全共同体的愿景,应当在本地区族裔宗教问题上扮演比当前更为积极和负责任的角色。With the worldwide religious revival, religion has become one of the crucial political elements in international relationship. In some multi-ethnic and multi-religious regions, ethnic issues, as often mingled with religious issues, have rendered the political situation more complicated. Comparatively speaking, it is hard to find an effective countermeasure against the whole situation of transnational religious issues. Compared with external political organizations, regional intergovernmental organizations are more advantageous in dealing with regional ethnic and religious issues because of geographical advantage and cultural affinity. ASEAN stresses the principle of non-interference. However, ASEAN has remained functional in the regional ethnic and religious issues in Southeastern Asia. Based on the analyses of the characteristics and developmental of Asian regional ethnic and religious issues, this paper proposes that ASEAN should establish a regional security community, playing a more active and responsible role in regional ethnic and religious issues.
