“一带一路”基点之东北亚桥头堡群构建的战略研究

摘　　要："一带一路"建设是一个伟大的战略部署,形成了我国对外开发战略的新格局。彰显了我国周边外交"亲、诚、惠、容"的新理念。东北地区的区位优势及多年的对外开发决定了它在这一伟大战略构想中应发挥的重要作用。特别是近年来在国家桥头堡战略的实施过程中,构建东北亚桥头堡群定会在对外开放中取得巨大成效。因此,东北地区应认真贯彻国家"一带一路"战略构想,依托区位优势,切实找准在国家"一带一路"建立中的战略定位,努力融入国家"一带一路"建设规划,为推进"一带一路"建设发挥重要的省份使命。一是以珲春为中心,依托图们江国际合作示范区,面向朝俄,打造环日本海经济圈桥头堡;二是以丹东为中心,依托辽宁沿海经济带面向朝韩日,打造环黄渤海经济圈桥头堡;三是以满洲里中心,依托腹地面向蒙俄,打造内陆经济协作圈桥头堡,其战略是建立合理有效的协作机制和把握好重点任务发展的切入点,成为东北亚区域经济一体化发展助推器。In the context of regional economic integration in Northeast Asia,China proposed a new development idea that is'playing geopolitical and geographical advantages,participating in the cooperation of Northeast Asia actively and building the northeastern regions as an important hub and bridgehead in the opening of Northeast Asia'. Through strategic thinking of building a bridgehead group in Northeast Asia,this paper explained its necessity,geographical advantages,and strategic significance in regional economic integration of Northeast Asia. Then the paper proposed such strategies:the bridgehead of the economic circle around the Sea of Japan,which centers on Hunchun,relying on the Tumen River International Cooperation Demonstration Zone and facing Russia. What's more,it will create the bridgehead of Bohai Rim economic circle,which regards the Dandong as the center,facing Japan and Republic of Korea. Still it will create the bridgehead of the inland circle of economic cooperation,which takes the Manchurian as the center,relying on hinterland of Russia and Mongolia,starting with the establishment of a reasonable and effective cooperation mechanism in order to build a good bridgehead group to provide assistance for the development of the regional economic integration in Northeast Asia.
