摘　　要：马克思恩格斯的民生思想、民主革命时期的革命实践与人民群众的利益诉求为周恩来民生思想的形成与发展奠定了基础。周恩来民生思想的基本内容是:保障人民基本生存需要;消灭失业半失业,合理分配工作;提高人民生活待遇,改革工资制度;发展基础教育事业,开展城乡扫盲运动;发展人民卫生与防疫事业。周恩来民生思想立足中国国情,与经济社会发展水平相适应,显著提高了人民生活水平;坚持统筹兼顾,缩小民生差距,维护社会公平正义;充分调动人民群众的积极性,实现了政府、人民在民生建设方面的有效互动;积累了民生建设的丰富经验,为中国特色社会主义民生理论的形成提供了借鉴。Marx＇ s and Engels＇ thoughts of people＇ s livelihood, the revolutionary practice of Chinese new - demo- cratic revolution and the interest demands of the vast majority of people have laid a foundation for the formation and development of Zhou Enlai＇ s thought of people＇ s livelihood. The basic concepts of Zhou Enlai＇ s thought of peo- ple＇ s livelihood include four principal aspects. The first is to ensure the basic supply for the livelihood of people, eliminate the unemployment or underemployment, and assign jobs to a reasonable degree. The second is to raise the living standards of the people and reform the wage system. The third is to develop the elementary educational un- dertakings and launch out the anti - illiteracy campaign. The fourth is to develop the hygienic and anti - epidemic undertakings. Zhou Enlai＇ s thought of people＇ s livelihood is based upon Chinese realities, fitted in with the level of economic and social growth, hence remarkably raising the standard of the people＇ s livelihood. Besides, it persists in the principle of taking into consideration both need of the nation and the interest of people, lessening the difference of the people＇ s livelihood, and maintaining the justice of society. Thirdly, it brings the people＇ s initiative into full play, realizing the effective communication about the people＇ s livelihood development between our government and people. Lastly, it has accumulated a wealth of experience for the people＇ s livelihood development, which provided references to the formation of the people＇ s livelihood thought of socialism with Chinese characteristics.
