农民理性对农村公共服务效率影响的实证分析

摘　　要：本文建构了农民理性对农村公共服务效率的理论分析框架,利用因子分析和结构方程模型方法对湖北省五个村庄1098份有效问卷数据进行实证分析。研究发现,转型时期的农民具有综合理性特征,公共理性和交易理性对农村公共服务效率均具有显著的正向影响,个体理性和关系理性对农村公共服务时效均具有显著的正向影响,但对投入产出比和效果的影响均不显著。现阶段应整合农民多元理性,培育乡村公共精神,激励政治契约精神,重视共容利益,推动传统与现代融合,以强化农民理性对农村公共服务效率的正向效应。The rural public service has marketability and public characteristic, also peasants rationalization is an aggregate of thinking and behavior based on public interest leading and the opposite. They have internal relation on the relationship between the individual interests and public interests. The rural public service which include of aging, input-output ratio and benefit, can＇t be improved without peasants rationalization which is an important antecedent. Rural transformation causes the patter of multiple rationalization coexist that contains individual rationalization, relational rationalization, trading rationalization and public rationalization, and strengthens the comprehensive rationalization characteristic which influences peasants＇ action. Multiple governance subjects with different rationalizations will have different demands for interest, have different attitudes and ways to treat the cooperation problem, free-riding problem and tragedy of commons in the rural public service. In the long run, confusion in the multivariate rationalization will cause ＇bad money drives out good＇ in the rural public service and have negative effecton it. Therefore, how to cultivating and guidance the peasants rationalization and how to give full play to the significant positive impact of peasants rationalization on the efficiency of rural public service in rural area , have actual urgency. Many scholars have explain the relationship of peasants rationalization and efficiency of the rural public service from different angles, such asindividual rationalization which guides peasants to search for the benefit maximization of themselves, has negative effecton on the efficiency of rural public service; relational rationalization contribute to form the sense of community, safeguard common interests and improve the independent supplies of public service; trading rationalization which guides peasants to improve contract spirit and democratic spirit, has significant positive impact on the efficiency of rural public se
