摘　　要：本文针对我国新建城市碳排放权交易体系,从政策有效性、监管有效性、市场准入难易度和交易效果等四个方面建立有效性评价指标体系,进而采用德尔菲法与模糊评价法探索性地对北京、上海、天津和深圳的碳排放权交易体系的有效性进行实证评价,并对结果进行评价分析,指出我国碳排放权交易体系中存在的不足,提出相应建议。This paper constitutes the evaluation index system for the effectiveness of the newborn carbon emissions trading system in China, from such four aspects as the policy effectiveness, the effectiveness of supervision, degree of difficulty in market access and Transaction effect. It uses Delphy and fuzzy evaluation methods to explore the empirical evaluation on the effectiveness of carbon emissions trading system of Beijing, Shanghai, Tianjin and Shenzhen in China, and analyzes the results and points out the shortcomings of the present trading systems. Finally it proposes recommendations.
