化解人民内部矛盾的公共政策形成机制探析

摘　　要：当前我国人民内部矛盾大量存在,只有制定科学的公共政策才能有效化解各类人民内部矛盾。在我国的公共政策形成机制中存在着不公平、政策制定部门协调性不够以及形成机制失灵的现象。深究公共政策形成机制不健全的根源,公共政策形成机制形成的过程中制定公共政策的利益主体平衡机制不健全、公民参与机制不完善和制定公共政策部门之间的协调机制不完善是其主要的因素。There exists a large amount of people＇s internal contradictions currently in our country , and only the formulation of scientific public policy can resolve all kinds of contradictions among the people effectively .There are problems like unfairness , inadequate coordination among policy -making departments , and the unsuccessful formation mechanism in the mechanism of the public policy formation in China .To explore the root of the un-healthy public policy , we find the main reasons are the unbalanced mechanism on the subject of interest , the defective participation mechanism and the imperfect coordination mechanism .Therefore it is important to im-prove civil public awareness and strengthen the formulation of citizen participation in the public policy mecha -nism.It is the effective method to further complete the formation mechanism of public policy through improving public policy coordination mechanism by various channels .
