江苏构建安全社区路径研究

摘　　要：当前江苏安全社区建设存在以下问题:社区组织行政化色彩较浓,缺乏科学建设机制,应急保障体系不完善;社区安全规划水平参差不齐,社区环境存在安全隐患;社区安全管理队伍力量薄弱,管理者综合素质有待提高;社区居民的社区意识、归属感较差,参与热情不高。针对这些问题,应当从政府管理与社区自治相结合、健全安全社区组织机构体系,多学科知识交叉应用、完善安全社区硬件建设,科学推进社区安全文化建设、优化安全社区软件基础等方面积极开展建设工作。At present there are several problems in the safe community construction of Jiangsu as follow：community organization administration,lack of scientific construction mechanism, the imperfection of emergency guarantee system,unbalanced community safe planning levels, potential safety hazards in community environment, weak community safety management team,the necessary improvement of managers？comprehensive quality,poor level in communi-ty consciousness and poor sense of belonging and participation enthusiasm of local community residents.In the light of these problems,there should carry out the positive construction meas-ures from the following three aspects：the integration of government management and commu-nity autonomy to enhance safe community organization system;multidisciplinary knowledge application to perfect safe community hardware construction;scientific promote the culture construction of safe community to optimize software foundation of safe community.
