摘　　要：解析运营商的数据应用业务流程,针对其中的安全威胁提出相应的安全管控框架,从网络、设备、应用三个层面规范与保障数据安全。同时,针对数据汇集和使用中的个人隐私保护问题,提出相应的保护措施与建议。The paper analyzes data application process of telecom operators and provides a data control framework to ensure data security from three levels including network, equipment and application. At the same time, it provides some privacy protection policies and suggestions in the process of data colecting and using.
