非政府公共组织制度创新动力因素及路径探析

摘　　要：现代社会存在着大量的公共事务管理活动,政府虽是这些管理活动的核心主体,但政府从来没有、也不可能提供全部的公共服务和产品。因此,在政府之外需要非政府组织的参与和承当其一部分职能,这样才能实现公共利益的最大化。同时,非政府组织也不是万能的,许多问题也制约着它的发展,所以,非政府组织的制度创新显得迫切和重要。There is a large number of public affairs management activity in the modern society, although the government is the key subject of the management activity, the government has not had, can not offer all public services and products either. So, needs the non-government public organization outside the government participate and accepts its part of functions, it could realize the maxi- mization of public interests in this way. Meanwhile, the non-government public organization is not muhi-purpose, a lot of questions are restricting its development too, so, the non-government organization＇s system innovation appears is urgent and is important.
