低丘岗地改造项目验收评价方法

摘　　要：低丘岗地改造项目验收是检验项目质量的关键,它不仅包含了工程验收也包含了土地自然条件和土地权属等土地管理内容的验收。当前,土地整治缺乏一套具有针对性的,系统的项目验收定量标准。为了完善土地整治项目的理论体系,给低丘岗地改造项目验收实践提供可操作的方法。通过分析、归纳项目验收的内容、方法和层次,运用特尔菲法和层次分析法,建立低丘岗地改造项目验收评价指标体系,并以湖北省两个低丘岗地改造项目为例对项目成果进行验收,并评价项目实施的情况。实验证明该方法能够很好地对项目工程的实施成果进行量化评价,两个项目的各项验收评价指标均达到相应的标准,验收等级为优良。The acceptance inspection is the key step to exam and to evaluate the quality of Hillock Land Consolidation Project （HLCP）. Therefore, an effective method of acceptance inspection is the most important segment for the HLCP. Although,there are plenty of criterions and specifications for the HLCP in some respect, an integrated and unified standard for the HLCP is needed as a specific method, in order to achieve a standardized and systematized acceptance inspection of the HLCP. The purposes of this paper were to complete the theory of land consolidation and to provide an operational measure of practice. The paper first analyzed the contents, measures and hierarchy of acceptance inspection, and constructed the indicator system of acceptance inspection by using the methods of AHP and Delphi,then applied the model to two HLCPs in Hubei province before the evaluation and analysis of the application results. The results show that the model can evaluate the projects well, all the indicators are attaining the standards, and the acceptance inspection levels of both projects are merit. In the future practice, the emphasis should be on the quantities and qualities of new cultivated land,strengthen the development of reserve land resources,and increase the cultivated area and soil fertility.
