摘  要:针对传统效率测算模型未能考虑决策单元博弈关系以及测度结果不能充分排序的缺陷,提出考虑决策单元之间博弈关系的生态-博弈交叉DEA(eco-GCDEA)模型,并应用该模型对中国省际电力行业能源消耗与环境协调发展程度展开实证分析与讨论。选取中国2002-2012年30个省份的电力行业面板数据,其中非期望产出指标通过熵值法将工业二氧化硫排放量、工业烟尘排放量等5个环境污染指标加以综合,力求最大限度地刻画当前的环境污染问题。在构造环境污染综合指标的基础上,采用eco-GCDEA模型对环境约束下的中国省际电力行业能源利用效率进行测度与排序,并用该模型的测算结果与当前比较流行的SBM模型进行对比分析。研究发现:新模型完成了所有决策单元的充分排序,有效克服了传统SBM模型无法完全排序的缺陷;环境约束下电力行业能源效率得分存在相对缓慢的增长趋势,东部地区电力行业能源与环境发展协调度高于中西部地区。根据实证分析结果给出三点建议:首先大力发展新能源、推进清洁技术研发,调整能源消耗结构;其次各大电网区域统筹协调,联动发展;最后正确应对碳金融市场给电力行业带来的机遇与挑战,在参与碳金融市场的活动中深化节能减排。Since the 21st century environmental deterioration arising from energy consumption has aroused widespread concern and discussion. Because traditional models failed to consider the relationship of DMUs, and its result can' t be fully sorted, this paper put forward the eco-GCDEA model, and the model was applied to study provincial electric power industry of China' s energy consumption and environmental coordinated development degree. With China's 30 provinces in 2002 - 2012 panel data of the electric power industry selected, the undesirable output indicators through the entropy method combine industrial SO2 emissions,industrial soot emissions etc. five environmental pollution indexes, making efforts to maximize the depict of the current existing problems of environmental pollution. On the basis of constructing environmental pollution comprehensive index, the paper uses the eco-GCDEA model to perform measuring and sorting for China's provincial electric power industry energy efficiency under the environment restriction, and applies the measured results of the model to compare with the current relatively popular SBM model. The study found that the new model finished full sort of all DMUs and effectively overcome the defects of traditional SBM model. Under environmental constraints power industry energy efficiency scores exist relatively slow growth trend, and the eastern region in energy and environmental development coordination degree of the electric power industry is higher than the central and western regions. Finally according to the result of empirical analysis, the article put forward two suggestion as follows:on the one hand, we should develop the new energy, promote clean technology research and development, and adjust the structure of energy consumption. On the other hand, we need correctly deal with the carbon financial market opportunities and challenges for the power industry and deepen the energy conservation and emissions reduction in the participation of carbon financial market activities.
