摘　　要：数字资源采购正面临着基于馆藏驱动到基于用户驱动的转变。首先分析了基于馆藏驱动的数字资源采购的三大弊端:采购盲目重复、忽视用户评价和资源利用率低;之后阐述了基于用户驱动的数字资源采购所面临的三大障碍:思想认识障碍、管理能力障碍和外部环境障碍;最后从主体、管理、制度、技术以及评估5个要素论述了基于用户驱动的数字资源采购机制构建。Procurement of digital resources is facing the change from user driven to colletion driven. First it analyzed three drawbacks of the digital resources procurement based on the collection driven： purchasing resources blindly and repetitivly, ignor- ing the user evaluation and low resource utilization. Secondly it expounded three big barriers of the digital resources purchasing based on user driven： ideological understanding, markagement ability and external environment. Finally it discussed the construc- tion of digital resources procurement mechanism based on user driven from five elements： subject, management, system, tech- nology and evaluation.
