摘　　要：目前我国土地闲置现象触目惊心,造成实质的资源浪费和损失。从性质上来分析,土地闲置也属于土地市场失灵,需要由行使公共职能的政府给予矫正。在目前的各种矫正措施中,有偿收回是一种较为可行的措施。有偿收回,既可提高闲置土地的处置效率,使土地效益尽早实现,又能降低博弈和交易成本,有利于维护当地的投资环境、更有利于稳定土地需求预期、端正投资动机,对地方的财政收入及经济社会平稳健康发展都具有正面价值。At present the idle land is tremendous, which produces huge waste. From character analysis, the idle land also is the result of market disorder and need to be modified by government. Among all kinds of modification measures, paid withdraw is feasible. This policy can raise the efficiency of dispose of idle land and achieve the interest of land as soon as possible, it can also reduce the cost of game and transaction and protect the investment surrounding as well as stabilize the expect of land demand as to reduce the fluctuation of land market, which benefits the government receipts and healthy development of the economy and social.
