中国民生改革的“顶层设计”理念初探

摘　　要："顶层设计"是新时期我国深化改革和加强民生建设的崭新理念,是当今中国全面深化改革的一个新举措。当今中国社会出现的各种民生问题,都需要自上而下通过改革的顶层设计来解决。"顶层设计"有利于冲破各种利益格局的禁锢和局限,从战略层面协调改革过程中的利益关系和资源的优化组合,减少改革产生的社会震荡和阵痛,有利于从根本上切断滋生腐败的利益链条,推动反腐败向纵深发展。＂Top Design＂is brand- new concept and a comprehensive measure concerning in- depth reform and enforcement of people＇s livelihood construction in this new era. Numerous livelihood problems in current Chinese society call for top- down solutions based on ＂top design＂reform. ＂Top design＂is conductive and beneficial to break through constraints and limitations caused by interest patterns,to strategically coordinate interest relationships and to optimize resource combinations,to reduce reform- related social turbulences and throes,to break up corruption- breeding interest chains,so as to push forward the in-depth anti- corruption campaign.
