百年来国内外资政院研究状况评述

摘　　要：作为清末"预备立宪"时期的一项重要内容,资政院是西方议会制度在中国最早的尝试。从1907年9月20日由清廷正式宣布筹建,资政院经历了筹建、成立、开院议事到结束的历史过程,而其间最主要的活动,即是两次常年会的召开,以及会期内表决讨论的众多重大议案。近百年来学界对资政院的研究跨度很大,经历民国时期的初步介绍阶段,直至本世纪以来的全面展开,若干方面已经积累下丰富的研究成果,但也还仍然存在着一些有待完善之处。通过对前人研究的梳理,可对资政院的更深入研究打下良好基础。The Advisory Council,as a very important content in the period of the＂Preparation for Constitutionalism＂of the late Qing Dynasty,was embryonic and early attempts of Western parliamentary system in China.The establishment of Advisory Council promulgated by the Empress Dowager’s officially edict in September 20,1907 and which announced the beginning of the preparation process.Since then the Advisory Council went through the procedure from preparation,members election,summon the parliament,bill deliberation to the end of the dissolution.And the most important event during the historical process was held twice session as well as many major bill for discussion.So that the relationship between the advisory council and all aspects of the political situation in the late Qing Dynasty could be clearly show.Over the past century the academic research had experienced a great span that from the initial introduction stage of the Republic of China until full swing in this century.Several aspects of the research have accumulated a wealth,but there was still has some pending perfection place.We could lay agood foundation for a more in-depth study of the Advisory Council by hackle the previous studies.
