谈谈《通用规范汉字表》异体字整理中存在的问题

摘　　要：国务院公布的《通用规范汉字表》是一个整合、完善多个原有汉字规范的综合性国家汉字规范标准,异体字整理是其研制工作的一个重要组成部分。《字表》对《第一批异体字整理表》所收全部异体字进行了较为审慎的重新整理,具有重要意义。但《字表》沿袭《第一批异体字整理表》的某些做法,将个别完全不具备异体字条件的字组确定为异体关系,对社会用字具有误导作用。其异体字整理范围只限于《第一批异体字整理表》已整理字,置很多客观存在的表外异体字于不顾,有回避问题之嫌。这些问题的存在不利于国家通用语言文字的规范化和标准化,应引起特别的注意。The Table of regulated Chinese characters promulgated by the State Council,which integrates and perfects the original forms of Chinese characters, is a comprehensive and normative standard of the national Chinese characters, the assortment of the variant forms of Chinese characters is an important part of its studies. It is very significant that the table has reassorted in a careful way all variant forms collected by the First Batch of Tabulated Variant Forms of Chinese characters. But unfortunately, the ways used in the assortment of the first Batch of Tabulated Variant Forms of Chinese characters are reused in the Table of regulated Chinese characters,which led to determining individual character groups which totally can't meet the requirement of variant forms as variant forms.It is really misleading in the usage of Chinese characters in the society. The range of Variant Forms of Chinese characters is only within that of The First Batch of Tabulated Variant Forms of Chinese characters. It neglected the existence of Variant Forms which are not included in it. This constitutes a kind of evasive attitude, and what is more, these problems are not conducive to the regulation and standandization of the standard spoken and written Chinese language. Therefore, they merit great attention.
