妇女小额担保贴息贷款实施效果研究——以江西永修县和甘肃成县为例  

Performance Study in Implementing Women's Small Secured-loans' Subsidized-interest Policy:In Case of Yongxiu County of Jiangxi Province and Cheng County of Gansu Province

摘　　要：迄今已经实施了五年的妇女小额担保贴息贷款政策的实施效果如何,是政府和业界关注的重点。本研究采用实地抽样问卷调查、数理定量统计的方法,对该公益性普惠财金政策的实施效果进行了进村入户问卷调查,然后借助SPSS统计软件对数据进行整理和详细的统计分析,再采用多层线性回归的方法构建了"贴息贷款偿还率模型"和"借款妇女对贴息贷款政策满意度模型"。依据统计分析结果以及影响偿还率和满意度的相关变量及其参数,提出上调贷款额度上限、将贷款期限的决策权授予金融机构、对乡村妇女灵活采用个人信用担保放贷、简化审放贷手续、向农村妇女定期提供创业知识和技能培训等增值服务的五条政策建议。Governments and relevant institutions have been paying attention to performance since the Small Secured-loans Fiscal Subsidized-interest Policy was implemented five years ago.The authors conducted a field sample survey of the benefits to the public from the inclusive fiscal and financial policy＇s achievements from 32 questions distributed in 10 parts as questionnaires,and mathematical statistics.Survey data was put into packages and adjusted for the convenience of subsequent statistical analysis that was completed through the statistics software,SPSS（v.19）.Next,two models,＂Repayment Rate of the Subsidized-loan Model＂and ＂Degrees of Satisfaction of the Women who took out the subsidized loans＂were established by using a multi-level linear regression method.Finally,five suggested policies were raised according to the statistical analysis and the coefficients of the independent variables in these models.Suggested policy should include Raising the Upper Levels of Small Loans,Authorizing Financial Institutions to determine Loan Terms,Accepting Collateral on Credit provided by Rural Women,Simplifying the Formalities for Checking the Application and Extending the Loans,and providing finance-extended services,such as providing rural women information on how to establish careersand relevant skillstraining.
