摘  要:基于SUSTAIN技术平台,以扬州市蜀岗汇水区为例,对以最佳管理措施(BMPs)和低影响开发(LID)技术为主的生态排水系统规划方案在降雨径流管理中的资金成本-效益优化进行了研究。结果显示:集成后的UD—BMPs系统工程对研究区地表径流的洪峰流量削减率可达到82.98%~100%(平均为91.27%),对径流总量削减率可达到91.43%-100%(平均为98.81%);最小成本投入方案为以129.23万元的成本投入达到71.53%的径流削减效益,最大效益方案为以181.46万元的成本投入达到85.21%的径流削减效益;而最佳成本-效益方案为以168.40万元的成本投入达到83.94%的径流削减效益,其中,生态水塘、下凹绿地滞留塘、普通植草沟的面积分别占原规划总面积的65%、28%、7%,去掉了渗透型植草沟工程。在uD—BMPs系统工程方案的规划和建设阶段,SUSTAIN显示了强大的优化分析功能,可以很好地应用到我国城市生态排水系统规划和建设方案的评估和优化中。The LID - BMPs strategies for the ecological drainage system in Shugang catchment are- a in Yangzhou City were optimized based on SUSTAIN model, and their cost-benefits in urban runoff management were assessed. The results indicated that the system-wide LID - BMPs could annually reduce 82.98% to 100% peak flow with an average of 91.27% and 91.43% to 100% total runoff with an average of 98.81%. The minimum cost solution was the 129.23×10^4 yuan for annual runoff reduction of 71.53% ; the maximum benefit solution was 181.46×10^4 yuan for annual runoff reduction of 85.21% ; and the best cost-benefit solution was 168.40×10^4 yuan for annual runoff reduction of 83.94%. The areas of wet pond, dry pond and dry swale were 65%, 28% and 7% of the original total area, and infiltration trench was eliminated. During the planning and construction of LID - BMPs strategies, SUSTAIN model showed strong analysis function, and it could be applied to the assessment and optimization of planning and construction schemes of urban ecological drainage systems in China.
