摘 要:目的分析农村患者在三级医院办理合作医疗住院费用报销手续中存在的问题,提出对策,以改进对农村患者的宣教服务工作,提高患者的满意度。方法统计2012年度办理住院的新农合患者23 213例次,找出其在办理合作医疗住院费用报销手续中,一次性成功办理率低的原因,提出对策。结果共有4个原因:宣教资料简单,更新不及时;临床咨询服务工作不到位;农村患者的理解认知度不高;医院缺乏相应管理制度。制定对策:建立新型农村合作医疗服务站;充实宣教资料;制定相应制度,责任落实到人等。结论应将新型农村合作医疗宣教服务作为医院服务管理的重点工作来抓,针对存在问题,及时整改,以提高农村患者住院费用报销手续的一次性成功办理率。Objective To find out difficulties and problems in reimbursement for hospitalization expense of patients in new rural cooperative medical system(NCMS) and propose its countermeasures then to improve health education for farmer patients and improve their satisfaction. Methods A review was conducted for 23, 213 farmer patients of year 2012 in NCMS and the difficulties and problems in their reimbursement for hospitalization expense were founded out. Results Difficulties and problems in reimbursement included simple and outdated health education materials, inadequate clinical consultation for patients, insufficient cognition of farmer patients and no management system in hospital. Consequently, countermeasures involved establishing a service station of NCMS and management system in the hospital and providing rich health education materials for farmer patients. Conclusion Great importance should be attached to health education of NCMS and more countermeasures should be proposed to help patients in NCMS complete their imbursement.
