摘 要:创新型企业对于促进企业自主创新、提高企业创新氛围、建设创新型国家具有重要作用,而正确和科学的创新型企业评价指标和评价方法是促进创新型企业发展的关键。但目前创新型企业评价多采用单一视角,且在评价过程中没有做到体现政府主导的同时降低评价过程中的主观性,并且没有按照产业类型对创新型企业进行划分。针对以上不足,首先,基于过程视角构建了创新型企业评价指标体系;其次,针对指标之间的模糊性、存在依赖和反馈关系的特点,以及体现政府主导作用,采用模糊网络分析法(FANP)确定三类产业(制造业、基础产业、服务业)创新型企业评价模型;最后,应用实例对创新型企业评价模型进行验证。Innovative enterprises play an important role in promoting enterprise independent innovation, improving enterprise innovation atmosphere, and building an innovation-oriented country. Innovative enterprises' evaluation in-dex and method with correct and scientific is the key to promote the development of innovative enterprises. Never-theless, researches about innovative enterprises' evaluation almost using single visual and in the process of evalua-tion can't reflect the government's leading role and at the same time reduce any issues, such as the subjectivity, and didn't divide of innovative enterprises by industry type. In response to these issues, this article constructs the innovative enterprises' performance evaluation index system based on process perspective. For the characteristics of the indexes with ambiguity, the relationship of dependence and feedback, and reflecting government's leading role, this article uses the FANP method to build the evaluation models of three types of industries(manufacturing indus-try, basic industry and service industry). At last, this paper validates the evaluation model with an example.
