摘　　要：矿产资源政策参与宏观调控的实现路径包括战略层面、战术层面、实施层面和监控层面四个方面。在战略层面上,首先要对面临的形势准确地把握,既包括经济的、社会的、政治的宏观形势,也涵盖了供给方、需求方、竞争者等在内的微观形势,对其进行系统、全面的分析,制定出适合未来一定时期内经济社会全面发展的矿产资源战略。进而在矿产资源战略的指导下,开展涉及不同层次、不同领域、不同方向的相关矿产资源规划的编制工作,并依托各种规划,提升矿产资源政策参与宏观调控的能力。由此,论文论述了各类矿产资源规划中资源战略的实施重点,以期为矿产资源相关规划的编制工作提供了一些建议与参考。The approaches of mineral resources policies involved in macroscopic readjustment and control include four aspects,such as the strategy level,the tactical level,the implementation level and the monitoring level. At the strategic level,it should first accurately grasp the situation facing which not only includes economic,social,political macroeconomic situation,but also covers the supply side of the micro-situation,the demand side,competitors,etc.And then it should make a systematic,comprehensive analysis on them,and develop a mineral resources strategy suitable for the period of the next round of economic and social development. Furthermore,under the guidance of strategic mineral resources,it should carry out the planning of mineral resources in different levels,in different areas an in different directions. Relying on a variety of plans to enhance the ability of mineral resources involved in macro-control policy. Thus,the study discusses key strategic in the implementation of the various types of mineral resource planning,and provides some suggestions and references for the preparation of mineral resources planning.
